Budget 2026/7

The Parish Council has finalised its budget for 2026/7 - this was approved by a majority vote at an Extraordinary Parish Council meeting last night. A precept of £376,635 was agreed (this is the parish element of the council tax demand paid by all households) which represents a 19% increase with effect from April 2026. This equates to a 4.9 pence per day increase for all council taxpayers in Band D-rated homes (this is the recognised benchmark by which comparisons are made). The precept request has been submitted to Horsham District Council today. In previous years, our precept has typically been around 20% below that of several comparable sized local parish councils. However, the precept has had to be increased for several reasons. Very little maintenance of Parish Council-owned properties has been undertaken for many years, and there are worrying levels of deterioration particularly with the football and cricket pavilions, the leisure centre roof, and the Memorial Pond where significant investment is required. In addition to addressing these much-needed repairs, we need to create – for the first time - a dilapidation fund (which we can build up over time) so that we are not further exposed as our property estate continues to age. Our financial reserves are not sufficient to withstand a depletion similar to that incurred in the last financial year and we are strongly advised by the National Association of Local Councils guidelines to maintain at least a three-month reserve on operational expenditure at all times. Finally, mindful of upcoming local government reorganisation, it is always possible that a cap could be introduced on Parish Council precepts across the UK. If we do not act at this time, we could forever be restricted to a precept level significantly below neighbouring parishes with the consequences such a cap would bring. The Parish Council has to access other income which includes hall hire, and the CIL (Community Infrastructure Levy) from which we bid for contributions each year. These monies are not guaranteed and cannot be used for operational costs involved in running the parish which range from running the office, paying for the neighbourhood wardens, maintaining the grounds and playgrounds, managing our trees and organising our community events at Christmas and the Stork and Nature Festival in May. The Parish Council would like to thank the Finance & Governance Committee for its time on putting together a robust and comprehensive budget over the last few months.

Essential Toiletries Kit

As part of our continued Cost-of-Living response, West Sussex Libraries will again be providing Essential Toiletries Kits to customers. The Essential Toiletries Kits will contain shampoo, conditioner, body lotion, soap, roll on deodorant, toothbrush, toothpaste and tissues which will all be in a sealed zip lock bag. The bags will be available to collect free from all 36 libraries at the end of January while stocks last. All you need to do is to visit your local library and find the display of the Essential Toiletries Kits, you can then help yourself to a kit. You will be asked to tick a sheet for our data records to say which group best represents your household – families with children/people with disabilities/older people or other if the previous categories do not relate to your circumstance. If you've not received your postal pack from Horsham District Council in time for the by-election on 22.01.26, HDC have the following advice: As stated on the poll cards, residents were able to request a replacement pack, if it hadn’t arrived by 16 January. HDC would have posted out any replacement. We can issue a replacement pack before 5pm on 22.01.26, but any voters would need to collect it from the HDC office, as it must be returned to the HDC office, or a polling station, by 10pm tomorrow. Any voter affected can call 01403 215126 before 5pm today, or from 7am tomorrow to request a replacement.
